2025 Gwen Moore Legislative Reception:
A Night of Policy, Power, and Progress

On May 13, 2025, the California African American Chamber of Commerce (CAACC) proudly hosted the Gwen Moore Legislative Reception at the California Museum in Sacramento, bringing together elected officials, corporate leaders, and community champions to celebrate legislative excellence and honor leaders shaping California’s future.

Named in honor of the late Hon. Gwen Moore, the first African American woman to chair the California Assembly Utilities and Commerce Committee, this reception celebrated her legacy of policy impact and civic empowerment.  Among the highlights was the powerful address delivered by Mitch Mitchell, a respected voice in energy, business, and public affairs, who also received the Inclusive Leadership Award for his longstanding commitment to inclusive economic policies and supporting underrepresented communities.

An Evening of Recognition & Unity

The evening featured powerful remarks, inspiring presentations, and unforgettable moments of fellowship. Highlights included:

Congresswoman Maxine Waters, recipient of the Policy Impact Award, is recognized for her decades of fierce advocacy and fearless leadership in Congress.

Dr. Tara Lynn Gray, Director of CalOSBA, was honored with the Economic Advancement Award for her commitment to supporting small businesses and equitable access to capital.

Ces Butner, entrepreneur and philanthropist, received the Philanthropist of the Year Award for his lifelong contributions to community empowerment and Black business ownership.

Brown Estate Winery, the first Black-owned estate winery in Napa Valley, was awarded the Business Legacy Award for its excellence, innovation, and multigenerational success in the wine industry.

A Celebration of Legislative and Community Impact

Attendees were treated to curated networking, fine cuisine, and an atmosphere rich in purpose and pride. From state legislators and city leaders to grassroots advocates and corporate allies, the room was filled with changemakers dedicated to advancing African American prosperity across California.

The Gwen Moore Legislative Reception served not only as a celebration but also as a catalyst for collaboration, igniting conversations around economic development, supplier diversity, public policy, and Black entrepreneurship.
