Each year, we gather to remember and celebrate the extraordinary life, leadership, and legacy of Gwendolyn “Gwen” Ann Moore – a trailblazing public servant, visionary advocate, and champion for equity, opportunity, and community.

Gwen Moore dedicated her life to serving others with strength, purpose, and unwavering commitment. During her years in the California Assembly from 1978 to 1994, representing parts of Los Angeles and Orange Counties, she became a powerful voice for her constituents and a respected leader throughout the state. As Majority Whip, she helped shape policy, open doors, and create lasting change for communities too often left unheard.

Her impact extended far beyond elected office. Gwen Moore was nationally recognized for her leadership in diversity and supplier diversity, especially through her authorship of California General Order 156 in 1988. That landmark policy transformed how utility and communications companies approached supplier inclusion, creating meaningful opportunities for diverse businesses and setting a standard that influenced efforts across the country.

Gwen’s commitment to progress continued through her work as Founder and CEO of GeM Communications Group, where she advised clients on public affairs, legislative strategy, and community outreach. In every role she held, she brought vision, integrity, and a deep belief in the power of community.

Her legacy also lives on through the many organizations and institutions she helped strengthen. Throughout her life, she served with distinction on numerous boards and in leadership roles, including the National Board of the NAACP, NAACP California/Hawaii State Conference, California Utility Diversity Council, California Small Business Association, National Organization of Black Elected Legislative Women, National Black Caucus of State Legislators, Los Angeles African American Women’s Public Policy Institute, and the California State Bar Board of Trustees.

Among the many honors recognizing her extraordinary contributions, her name was permanently memorialized with the dedication of Gwen Moore Lake in Los Angeles County – a fitting tribute to a woman whose influence continues to inspire generations.
