Gwendolyn (Gwen) Ann Moore was a tireless advocate for her constituents, serving as the California Assembly’s powerful Majority Whip from 1978 to 1994, representing parts of Los Angeles and Orange Counties. She is nationally recognized for her significant contributions to diversity and supplier diversity.

Assemblymember Moore’s impact on diversity within the utilities and communications industries was profound. In 1988, she authored the landmark California General Order 156. This legislation mandated the California Public Utilities Commission (CPUC) to establish reporting procedures for utility and communication companies regarding their supplier diversity, enabling the CPUC to set procurement targets. This initiative was a game-changer for diverse businesses and influenced similar supplier diversity efforts by state utility commissions across the nation.

As Founder and CEO of GeM Communications Group, a public relations and consulting firm, Gwen collaborated with prominent clients on public affairs, legislative strategies, and community outreach. Her lasting legacy is also honored by the “Gwen Moore Lake,” a public fishing area in Los Angeles County named in her honor during an October 2000 dedication ceremony.

Throughout her life, Ms. Moore was an active member and served on numerous boards, including the National Board of the NAACP, 1st Vice President NAACP California/Hawaii State Conference, California Utility Diversity Council, California Small Business Association, National Organization of Black Elected Legislative Women, National Black Caucus of State Legislators, Los Angeles African American Women’s Public Policy Institute, California State Bar Board of Trustees.
